Position Summary

The Director of NROI is a transformational leadership role responsible for building and sustaining a world-class officiating organization focused on member experience, official development, and competitive integrity in practical shooting sports. This position combines technical expertise with strategic leadership to create a culture of service excellence within NROI while maintaining the highest standards of safety and fairness.

The National Range Officer Institute (NROI) is USPSA's official training and certification body responsible for developing and maintaining a corps of qualified officials who ensure safe, fair, and consistent competition across all levels of practical shooting sports. NROI certified officials serve as range officers, chief range officers, and range masters at USPSA matches throughout the United States, upholding safety protocols and competitive standards that are crucial to the sport's integrity.

Key Responsibilities

Cultural Leadership & Organization Development

  • Build and maintain a service-oriented culture throughout the NROI corps
  • Develop and implement metrics to measure official performance and member satisfaction
  • Create feedback systems that drive continuous improvement
  • Foster an environment of mentorship and professional development
  • Establish clear paths for official advancement and recognition

Training & Development

  • Modernize Range Officer training using contemporary adult learning principles
  • Develop multimodal learning programs including in-person, online, and hybrid options
  • Create continuing education programs that keep officials current and engaged
  • Implement certification programs that ensure consistent high standards
  • Build mentorship programs to develop future leadership

Match Operations & Safety

  • Ensure consistent, fair rule application across all levels of competition
  • Develop and maintain clear processes for rule interpretation and appeals
  • Oversee official selection and development for national championships
  • Coordinate with Areas and Sections to maintain consistent standards
  • Lead the investigation and resolution of safety incidents
  • Supervise investigations of range officer incidents in accordance with the NROI Range Official Discipline Procedure
  • Implement and maintain fair, transparent processes for incident review and resolution

Stakeholder Engagement

  • Serve as primary liaison between NROI and USPSA Board of Directors
  • Build strong relationships with Area Directors and Section Coordinators
  • Engage regularly with competitors to understand needs and concerns
  • Coordinate with international bodies (IPSC/IROA) on officiating standards
  • Contribute to organizational publications and communications

Program Management & Reporting

  • Develop and manage NROI operating budget in coordination with the Board of Directors
  • Create and track key performance indicators
  • Implement technology solutions to improve efficiency
  • Manage and develop NROI staff and volunteer leadership
  • Oversee match sanctioning and course approval processes
  • Prepare and deliver reports in accordance with Board policies, including:
    • Program performance metrics
    • Budget status and projections
    • Strategic initiative progress
    • Incident investigation summaries
    • Training program effectiveness
  • Maintain regular communication channels with:
    • Board of Directors
    • Executive Director
    • Area Directors
    • Section Coordinators
    • Range Master Instructor Corps
  • Participate in Board meetings as required
  • Develop annual strategic and budget planning recommendations
  • Present periodic state-of-NROI assessments

Required Qualifications

  • Current NROI Chief Range Officer certification (CRO certification obtainable within 12 months)
  • Demonstrated leadership experience in customer-focused organizations
  • Strong background in adult education or professional development
  • Experience developing and implementing training programs
  • Proven track record of cultural transformation and team building
  • Experience conducting fair and thorough investigations
  • Strong conflict resolution and problem-solving skills
  • USPSA Life Member (or eligible to become one)

Preferred Qualifications

  • Advanced degree in education, organizational development, or related field
  • Experience with learning management systems and educational technology
  • Background in performance metrics and program evaluation
  • IROA certification
  • Experience in change management

Success Metrics

Success in this role will be measured through established metrics as defined by Board policy, including but not limited to:

Operational Excellence

  • Member satisfaction scores with NROI interactions
  • Official retention and advancement rates
  • Match incident rates and resolution timeliness
  • Training program completion and effectiveness
  • Budget management performance

Program Development

  • Implementation of strategic initiatives
  • Training program modernization progress
  • Technology adoption metrics
  • Process improvement outcomes

Stakeholder Engagement

  • Area/Section coordinator feedback
  • Range Officer corps satisfaction
  • Board and Executive Director alignment
  • International body relationships

Regular reporting of these metrics will be required according to Board-established schedules and formats.

Additional Information

Physical Demands and Work Environment: 

  • Position requires extended periods of standing and walking during matches
  • Work is performed primarily outdoors in varying weather conditions and climates
  • Must be able to effectively communicate in both indoor and outdoor environments
  • Travel environment includes both outdoor match facilities and standard office/meeting spaces 

Compensation:

  • Base salary of $120,000+ (negotiable based on experience)
  • Comprehensive benefits package
